Why no on question 2A?

the broomfield city council took a straightforward ballot question and twisted it to give them power to silence your voice in recall elections.

The Broomfield Charter Review Committee recommended that voters be asked to change how our local elections are managed under our city’s Charter from “municipal elections” to “coordinated elections” as defined under the Colorado State Constitution, with some minor changes related to recall elections.

The Broomfield City Council took the recommendation from the Charter Review Committee a step further and interjected their own language asking you to give them the ability to control and restrict how city council recall elections are conducted. If Question 2A is passed, the Broomfield City Council will be able to define what is recallable by passing a city ordinance. In short, they will decide if they can be recalled, and then appoint who they choose if a recall is successful.

With their twist on Question 2A, the City Council is asking you to give up your voice and your ability to recall them and elect those who represent you if the recall is successful.

They work for you, and serve you based on your consent through democratic elections. If Question 2A is passed, you will lose your voice and your right to recall the very city councilmembers that are trying to protect their power through this measure.

wHAT IS Question 2A (Governing Elections)?

“Shall Chapter III of the City and County of Broomfield Home Rule Charter be amended to change the law governing elections from Colorado Municipal Election Code to Title 1 (the Uniform Election Code), except as set forth in Charter or Code, and change the term “municipal elections” to “coordinated elections” throughout the Charter in recognition of Broomfield’s status as a city and a county?”

If Question 2A passes, what recall language will Change in the broomfield charter?

Question 2A was sent to the November 2024 ballot when the Broomfield Council passed Ordinance 2239 on June 11 2024 (First Reading, Item 7C) and July 9 2024 (Second Reading, Item 7B).

If passed by Broomfield voters in November, Question 2A will change Chapter III (Elections) of the Broomfield Charter, including Section 3.5 (Recall). The revised language for Section 3.5 (Recall) is provided below, highlighting the language that will removed (red) and added (blue).

Section 3.5 Recall.

Any election official or elected officer of the City and County may be recalled at any time after 90 days in office by the electors entitled to vote for a successor of such incumbent through the procedure in the manner provided for by Title I of the Colorado Revised Statutes as now existing or hereafter amended or modified, except as otherwise provided in this Charter or as Council may prescribe by ordinance. in Article XXI of the State Constitution. Consistent with the Constitution and this Charter, the Council may provide by ordinance for further recall procedures.
